Vital wheat gluten is a flour that is mostly gluten with very little starch. Made from hydrated wheat flour that has been processed to remove everything but the gluten, this dried gluten is then worked back into a flour-like product. Due to the high gluten content, it makes a great addition to low-protein flours like whole wheat and rye and improves the elasticity and rise of bread dough while enhancing the chewiness of final loaves.
